When you look at the history of FIFA, you see an organization that started very small — a modest governing body for international soccer — and over decades transformed itself into something resembling a sovereign state with its own rules, its own revenue streams, and very little external oversight.

The World Cup itself began in 1930 in Uruguay. It was a small competition — only thirteen teams participated. But even then, you could see the seeds of what it would become. There were competing interests between countries, between federations, over who would host the event and who would reap the financial rewards.

And with that commercial power came temptation. The bidding process to host the World Cup became a major source of bribery and corruption. Officials within FIFA were allegedly accepting payments — sometimes in cash, sometimes through intermediaries — in exchange for their votes on hosting rights.

The reckoning came in 2015, when the U.S. Department of Justicelaunched an investigation into FIFA. American prosecutors were able to act because much of the corrupt activity — wire transfers, financial transactions — passed through American financial institutions.
