[The Journal] Let’s Talk Bonds. Treasury Bonds.

After U.S. Treasury yields hit a historic high, the government doubled its long-term debt buyback program — and WSJ’s Greg Ip explains why bond market turbulence affects every corner of the economy.

LEARNING TIP

TODAY’S STORY
How Treasury Bonds Work미국 국채의 작동 원리

A Treasury bond is, at its core, a loan from an investor to the U.S. government. Washington borrows money by issuing these securities, promising to pay back the principal at a set maturity date while making regular interest payments — known as the coupon

The bond carries a coupon of 4.5%, paid to holders every six months.

— along the way. The longer the maturity, the more sensitive the bond is to changes in investor sentiment and inflation expectations.

Bond prices and yields move in opposite directions. When investors sell bonds, prices drop and yields

rise, which ripples outward to mortgage rates, corporate borrowing costs, and equity valuations. That inverse relationship is fundamental to understanding why a surge in yields can rattle the entire financial system.

Why Yields Surged to Historic Highs

Several forces converged to push Treasury yields to levels not seen in a generation. Persistent inflation eroded confidence that the Federal Reserve would cut rates quickly, while a swelling federal deficit

VOCABdeficit: ~재정 적자A widening deficit forces the government to issue more debt, putting upward pressure on yields.

meant Washington needed to flood the market with new debt. More supply, with demand failing to keep pace, sent prices lower and yields higher.

Global investors also began to question the safe-haven status

PHRASEsafe-haven status: ~안전자산 지위Geopolitical uncertainty usually reinforces the dollar’s safe-haven status.

of U.S. debt amid ongoing trade tensions, adding to the sell-off. Wall Street found itself scrambling as the benchmark 10-year yield crossed thresholds that had not been breached in decades, amplifying volatility across equities and credit markets alike.

The Treasury’s Surprise Buyback Move

In a move that caught markets off guard, the U.S. Treasury announced it would double the size of its long-term debt buyback

VOCABdebt buyback: ~채무 환매(조기 상환)The Treasury’s debt buyback program is designed to reduce the outstanding supply of older bonds.

program. By repurchasing existing long-dated bonds from the open market, the government reduces the supply in circulation, which in theory supports prices and helps bring yields down. The announcement was interpreted as a direct attempt to stabilize a market that had grown dangerously volatile.

Analysts debated whether the measure would be sufficient to stem the tide

The central bank intervened, but it was unclear whether the move would stem the tide of capital outflows.

of selling or merely provide temporary relief. The episode underscored a broader reality: the bond market, often overshadowed by equity headlines, ultimately sets the price of money across the entire economy, making its stability a matter of concern for households and corporations alike.
