In the 1970s and 1980s, microfinance emerged as one of the most celebrated ideas in development economics. The premise was straightforward: if the world’s poorest people — those excluded from traditional banking — could access small loans, they could build businesses, generate income, and climb out of poverty on their own terms. Economist Muhammad Yunus pioneered this model in Bangladesh, and the concept spread rapidly across the developing world, attracting billions of dollars in donor funding and eventually winning Yunus the Nobel Peace Prize.

The microfinance industry grew on the conviction that credit was the missing ingredient in the lives of the poor.

The failures of microfinance have prompted a broader reckoning in the international development community. Rigorous academic studies conducted over the past two decades have found little evidence that access to microloans systematically raises household incomes or reduces poverty at scale. Some individual borrowers do succeed, but for many others, small loans do little more than smooth short-term consumption while adding long-term financial risk. The transformative promise simply has not materialized at the population level.

Researchers and policymakers are now asking what financial inclusion should actually look like.
